Can I quote anything with out submitting signed documents, like a W-9 or E&O?

Yes! You don't need to submit any documents to get a quote. The only thing you'll be required to do before quoting is create an account, which will take you only a minute.
Note that when you submit your first bind request, you will then be required to provide documents.
